My predictions for who the villain might be is first Arnim Zola, the new world order can refer to many different political ideas. The growth of the internet has led it to be considered the new world order. This film could contain references to the growing far right figures on the internet, the character of Sin could be this new threat, in the comics she is the daughter of the Red Skull. Sin would operate from the dark web indoctrinating young adults into believing Hydra to be right. Hydra being a stand in for Holocaust Denialism, Neo Nazis and White Supremacy talking points. This would shine an interesting light on these horrible internet subcultures. Sin might attempt to change the meaning of the helicarrier accident that happen during The Winter Soldier's final act. This reference the Lost Cause Myth, this myth is that the American South didn't fight to keep slavery, which it did.

Arnim Zola could help Sin with spreading her message, Zola also should appear as his robotic form for this movie.

Sin's henchmen for this movie could been the Serpent Society, this would add some needed depth to Captain America's MCU Arch Villains.

Finally some other villains I would like to see fight Sam Wilson's Captain America, Madame Hydra/Viper and Male Taskmaster.
